Since founding Vision Information Technology Consultants (Vision IT) in 2003, Victoria Moore has grown her small, woman-owned company to become a trusted and reputable provider offering Cyber Operations, NOC/SOC Management, Systems Engineering, Cybersecurity, and Logistics Support as a Department of Defense contractor.
“I was working in Washington, D.C. as a government employee and wanted to be a contractor,” said Moore, President and Chief Executive Officer. “But what I noticed about larger integration is you were just a billable number, and they were not concerned about you as a person, and I didn’t want to feel like a billable number. So, when I opened Vision IT, I wanted employees to know we care about them. We see you as a person.”
Vision IT is a full-service federal technology contractor serving the Department of War and Intelligence Communities. The company delivers IT Support Services, Cybersecurity, including offensive and defensive cyber operations, penetration testing, and NOC/SOC management, DevSecOps, and Logistics Support. As a certified Women-Owned Small Business (WOSB), Vision IT has secured more than $60 million in federal contracts, supporting agencies ranging from the Defense Health Agency to the Army Cyber Command.
Under Moore’s leadership, Vision IT has expanded its footprint, securing key contracts across both defense and civilian agencies while embracing emerging technologies such as AI/ML and cybersecurity automation to support mission-critical environments. She has driven initiatives that optimize performance, strengthen teams, and deliver measurable, lasting results for clients and partners alike. She also has served on multiple Boards of Directors and is a purpose-driven leader deeply committed to community impact.
The company, Moore added, operates on three core values: People first, compassion, and servant leadership. “I work from the premise that I have the hardest job and the easiest job,” she said. “If I take care of our employees, then they’ll take care of our customers, and our customers will be happy.”
As CEO, Moore is responsible for leading the charge at Vision IT and the overall growth and management of the company to ensure its success and lifting the morale of staff. “I’m responsible for the strategic direction, understanding where we are, where we want to go in the next five years, and what we will do to get there. I also make sure we have the right people in the right seats at the C-level and being the visionary for the organization to ensure we have a playbook for us to get to our destination.”
The company founder recalled some of the early challenges she encountered after launching her company, mainly because of an initial lack of business acumen. “There was a lot of trial and error,” she admits. “My business background at the time was that I could balance a checkbook and knew not to spend more than I brought in. What I didn’t know was that there were other line items I didn’t include. I also had to weather the storm when it was good or bad. But those experiences develop you as a person and business owner.”
Moore said she is grateful to Bank of America, specifically Sulley Gutierrez, on the San Antonio team for being a true partner in her small business journey. “As a relational banker, not just transactional, she has taken the time to understand our vision, remain flexible through our growth, and consistently provide reliable support,” she said. “Sulley and the bank’s commitment, trust, and genuine investment in our success have made a lasting impact, and we are truly grateful.”
She actively partners with SAMMinistries, a local nonprofit dedicated to helping families transition from homelessness to self-sufficiency. Through strategic advocacy, hands-on programs, and community engagement, she extends her leadership far beyond the boardroom, creating meaningful and lasting change in the lives of those she serves.
Moore is equally passionate about developing people, mentoring emerging professionals, and advancing careers in technology and government service.
“I enjoy mentoring and giving my time to professionals or young women’s groups,” she said. “I want to give them the help and advice to make sure they develop as women or in their profession.”
A sought-after speaker and panelist on leadership, business growth, and the future of technology in government, Moore is known for delivering insight with clarity, conviction, and a results-driven perspective that resonates with diverse audiences.
“I truly feel blessed to be in the position I’m in,” Moore said. “God has entrusted me as a visionary, and I don’t take it for granted.”
“I am grateful to Bank of America for being a true partner in our small business journey.
